Casting Negate or Destroy Evil for one mana is excellent, as is making X spells like March of Otherworldly Light or Silver Scrutiny more efficient

Neither are going to feel like the most efficient thing in the world in most cases You have to pay 4 total mana to mill three and draw a card with Flotsam, and Jetsam isnt usually going to give you back the mana you spent, and if either of this card was only one or the other it would be too narrow and mediocre
This deck can dominate an opposing starter deck shockingly fast if it draws into the right combo cards
Although activating the Tome is quite expensive, apparently Brian Weissman thought it was still good enough in this deck filled with Power Nine and other insanely strong cards from the early days of Magic, like Card not found and Card not found
